I know all i talk about lately is the impact fee proposal. But doggone it ... it isnt fair. For 20 years the citizens of Valparaiso underfnded their sewer and water utilities by arbitrarily holding the user fees down.
What's that do? Well first when you dont have enough money, you stop maintaining things. Like sewer lines, like sewer overflows, like sewer interceptors. Second, when you're short of money, you start relying on "exactions" from the newest users to try and catch up. So years ago they decided that charging $450 was fair for a sewer tap-on fee. Now let's get this straight ... Valparaiso has never tapped a sewer. Never, Never, Never. The contractor always taps it and pays to have it tapped.
The fee was always an "exaction" it was always a nice "bribe" to get a permit.
Now do something .. Jan Dick wants the fee to be $2,900 >>> Do something. Talk to people >>> write the papers .... Do something.
Read an article by impact fee proponents... even they say a full report and study must be complete and affordable housing should be exempt!
